The European Tech Alliance (EUTA) welcomes the European Commission’s vision to make Europe a global leader in trustworthy AI. As outlined in the AI Continent Action Plan, the EU has taken an important step forward, but ambition must now be matched with action.
To lead in AI, Europe must create the right conditions for innovation to thrive. This means a clear, risk-based regulatory framework, stronger support for infrastructure and talent, and smarter simplification for all European innovators, not just SMEs.
EUTA emphasises that the forthcoming implementation of the AI Act must strike the right balance between enabling innovation and protecting fundamental rights. Overly broad definitions of “high-risk” and “General Purpose AI” could slow progress for European players, particularly in the face of global competition.
In its contribution, EUTA highlights four priorities to make the Apply AI Strategy a success:
🔹 Simplification: Stronger EU-wide coordination and reduced compliance burdens for innovators of all sizes.
🔹 Tech leadership: Investment in open AI infrastructure, better access to chips and data, and support for open-source tools.
🔹 Talent and skills: Post-PhD pathways and closer collaboration between academia and industry to retain top AI talent in Europe.
🔹 Legal certainty: Clear, harmonised implementation guidelines and practical tools to help companies comply with the AI Act.
AI is no longer just a competitive advantage, it’s a necessity. Europe has the talent, values and companies to lead, but it needs the right policy environment to do so.
